Why doesn't the HOA tell the membership what the breakdown of votes is? How many are voting for? How many are voting against? Is it appropriate to tell people how many votes have been cast? The HOA Board still hasn't explained why they need these changes to the bylaws. It doesn't seem like something that should be done without thought.  What kind of disruption will happen if the vote fails, or if the changes are voted down? Do we just do whatever the attorneys say?

Amending the bylaws

Before you vote to amend the bylaws, you should consider why the HOA board is asking for this change. The board hasn’t made this clear at all. They just talk through Margo, and passively say “ The HOA’s attorneys have recommended updates to our bylaws”. Why isn’t the board explaining what they’re doing in clear language? The board has expanded to 5 people, and that is against the bylaws. They should have held a vote, and they didn’t. Where was the attorney when they did this? The current board structure is fundamentally against the bylaws. This is messy, and they don’t know what to do about it. They’ve been operating illegally. Why do condo owners need to be able to vote by proxy? Does this have anything to do with board members not needing to reside in Potomac Yard? First Service Residential

Firstly, 89 pages is ridiculous.  More importantly, First Service Residential is specifically named in the rules and regulations for the HOA. Evidently the HOA's board is so vendor locked to Margo that they've written into the rules full time staffing support from FSR: "The affairs of Potomac Yard HOA (“Association”) are overseen by a Board of Directors consisting of five elected homeowners, who meet in an open forum on a quarterly basis to discuss Association business. The Association’s daily operations are managed by FirstService Residential." The HOA recently appointed their own board member to replace a removed board member. This is a clear violation of the Rules and Regulations as quoted above. Never mind that this rule that the daily operations be managed by FSR is a direct impediment to changing out the management agency for the HOA. Per the rules page 5 paragraph t, by definition, FirstService Residential is the property manager for the Association. Any change...

Another Master HOA meeting avoiding responsibility

Tonight the Master HOA approved unlimited legal fees. The Master HOA board dismissed complains about the Master HOA paying for power for condominium building common areas, because it's not specifically illegal. It is unclear whether or not this will continue. Master HOA will pay for power for condos, but won't change common exterior light bulbs for Townhomes (even though the Master HOA inexplicably does for Condos). The Master HOA seems confused about what common areas they should provide landscaping services and snow removal for. The Master HOA is considering stockpiling USPS Forever Stamps to mitigate mailing costs. The Master HOA is unclear about when the Dylan condominiums will join the HOA, and if they will pay buy in fees proportional to existing cash reserves. It seems they may get quite the windfall of cash reserves. It is unclear what obligations the Master HOA will have for the Dylan condo buildings. Who is paying for what?

Does anyone understand how the homeowners associations are splitting up contributions to FRS Residential? It seems that we have FRS doing activities for all the HOAs at once. There is the Potomac Yard Homeowners Association is the master association for Potomac Yards and includes:     - Potomac Yards Condominiums I      -Potomac Yards Condominiums II     - Powhatan at Potomac Yards. Apparently there is movement to have the large multi-unit buildings join as part of the master HOA. Does anyone know why the PY Homeowners are going to be being mixed in with some of these large buildings?  It seems the Homeowners Association is already starting to pay for things for the Condo associations.  I don't think the Townhome Homeowners have much desire to pay for the management of the Condo associations, but apparently the condo members on the Homeowners association board seem to think that's ok.
